Operational guidance on the “AI checker”

To support the use of the Vademecum, the UISH Project provides two further operational tools, called “AI checker” and “Licence checker”. The two checkers are referred to in the relevant sections of the Vademecum, to which they are functionally linked, and enable the user to carry out specific checks along the path of legal and technical design and development of the UDT.

The checkers are therefore not tools separate from the Vademecum, but operational support tools for it: when, while consulting the Vademecum, the need arises to carry out one of the checks provided for, the user is directed to the relevant tool and can then continue consulting the Vademecum in the light of the outcome obtained.

AI checker

What is it?

The AI checker brings together the tools provided for checks relating to artificial intelligence systems. It includes, in particular, the AI Act Compliance Checker, the AI system definition questionnaire, the Risk level assessment, the GPAI model classification test, ALTAI – Assessment List for Trustworthy AI and a FRIA working template.

The AI checker is referred to in the Vademecum at the points where, in the design and development of the UDT, the checks relating to the use of AI systems need to be addressed.

How to use it, in brief

  1. While consulting the Vademecum, you find the reference to the AI checker that is relevant to the check to be carried out.
  2. You go to the checker and select the tool corresponding to the check in question.
  3. You follow the path set out by that specific tool.
  4. The outcome is used as operational support for continuing along the path set out in the Vademecum.

Caution: the result returned by the checker serves an informative and guidance purpose and must be read together with the guidance and regulatory references contained in the Vademecum. It does not replace the legal, technical or professional assessment required in the specific case.

Statement of exclusion of liability (Disclaimer)

The tools have been developed for research purposes and are informative and indicative in nature. The operational guidance, templates, checklists and legal texts they contain in no way replace the advice of qualified professionals, whose services public administrations and operators using the tools will have to engage.

The Vademecum provides a methodological and regulatory frame of reference, but cannot take into account the specific features of the individual institutional, technical and territorial contexts in which it will be applied.

Moreover, the reference regulatory framework is constantly evolving. The operational guidance contained in the document must be constantly checked in the light of subsequent legislative, regulatory and case-law developments, with particular regard to Regulation (EU) 2024/1689 on artificial intelligence (AI Act), Regulation (EU) 2023/2854 (Data Act), and the implementing guidelines issued by the competent authorities at national and European Union level.
